Technical Difficulties in the Implementation of the New Rules for the Development of the Online Government Strategy and Document Management in Colombia: Decrees 2578 and 2609 of 2012 (AGN) and 2693 of 2012 (MinTIC)

Abstract

The progress of the Online Government strategy in Colombia brought the enactment of the new legislation that regulate guidelines, deadlines and terms that ensure the optimal use of information technology and communication in public administration, in order to build a more efficient, transparent and participatory State. Recently enacted regulations are ambitious and propose tasks that are not easily achievable, as their regulation and adoption require large investments, a cultural paradigm shift and administrative transformation of organizations and entities. The purpose of this paper, through a document review, is to identify and analyze the technical difficulties in terms of infrastructure, organization, budget and culture that become a barrier to the normal development of the strategy.
