Abstract

The purpose of this proposal is to have the National Archives lead, from the National Archive System, the implementation of new technologies in the Government’s fi les. Thus, proper treatment will be given to electronic documents. Likewise, the information needs of the users must be met through the system’s interoperability. From the international context, the International Council on Archives suggests this implementation to ensure constant interaction and communication between operative systems and fi nal users, which requires a proper assimilation, as well as a strong public policy that operates in accordance with the optimization and update of the different forms of citizen services. Quality management and the required controls make this proposal very in tune with the needs of citizens and measurement of its effectiveness, guaranteeing the prevalence of the right to information. Finally, the goal is to achieve, aside from the implementation of effi cient public response systems, the active participation of Information Systems professionals, who should tend towards the due preservation of the electronic document’s information.
